What it actually reaches
Gives the extension a private key-value store in your browser, separate from the storage of any website. It holds settings, cached data and whatever else the extension chooses to keep between sessions, and with sync storage that data follows your Chrome profile to other machines.
Why an extension would ask for it
Almost every extension that has an options screen needs this. It cannot read pages, see your history or reach other extensions' data, which is why it is the single most common permission in the catalog.
