What it actually reaches
Lets the extension show its own panel beside the page instead of a small popup. The panel is the extension's own document; it does not gain access to the page next to it.
Why an extension would ask for it
Chat assistants, note takers and reading tools use it for a persistent surface. What the panel can see still depends on the extension's other permissions.
How to judge it
A permission on its own says little. What matters is whether it fits what the extension is for: a note-taking tool that reads every page you visit is worth a second look, while an ad blocker that does the same is doing its job.
