What it actually reaches
Creates a hidden document so the extension can use browser APIs that need a real page — audio playback, clipboard access, DOM parsing — from a service worker that has no page of its own.
Why an extension would ask for it
A Manifest V3 plumbing permission with no user-visible effect. It reaches nothing by itself; it exists because service workers cannot do these things directly.
How to judge it
A permission on its own says little. What matters is whether it fits what the extension is for: a note-taking tool that reads every page you visit is worth a second look, while an ad blocker that does the same is doing its job.
