What it actually reaches
Shows notifications through the operating system, outside the browser window. The extension chooses the text and when it appears; it gains no read access to anything by holding this.
Why an extension would ask for it
Reminders, timers, mail and messaging companions all use it. Low reach on its own — what matters is what the extension is watching in order to decide when to notify you.
How to judge it
A permission on its own says little. What matters is whether it fits what the extension is for: a note-taking tool that reads every page you visit is worth a second look, while an ad blocker that does the same is doing its job.
