What it actually reaches
Lets the extension obtain an OAuth token for a Google account through Chrome's own sign-in flow. The scopes the token carries are requested separately and shown to you on the consent screen when you sign in.
Why an extension would ask for it
Anything that syncs to a Google service — Drive backups, Calendar entries, an account on the developer's own site — needs it. The permission itself grants no data; the scopes you approve at sign-in do.
How to judge it
A permission on its own says little. What matters is whether it fits what the extension is for: a note-taking tool that reads every page you visit is worth a second look, while an ad blocker that does the same is doing its job.
