What it actually reaches
Writes data to the system clipboard. It is the write half only: holding it does not let the extension read what you have copied.
Why an extension would ask for it
Copy buttons, formatters and generators use it. The permission to watch for is the other one, clipboardRead.
How to judge it
A permission on its own says little. What matters is whether it fits what the extension is for: a note-taking tool that reads every page you visit is worth a second look, while an ad blocker that does the same is doing its job.
